Must use a Licensed Version Error

I'm getting this error message when trying to use the Dialog editor:

        "Must use a licensed version."

Answer:

Edit your WINDOWS\WWWBATCH.ini file, and under the section [MAIN] type:

            STATIC=23
            

This should enable the dialog editor to work.
