It is basically a moniker to a set of published attributes associated with an LDAP 3.0 compliant directory server. To use it you need network access to a directory server running a compliant directory service like Active Directory. The server you get information about depends on the security context of the thread (process) making the call. The above link lists the attributes available from an Active Directory server.
Generally, "rootDSE" is used to perform serverless binding. This link has a discussion of serverless binding.
There are numerous examples in the tech data base that use "rootDSE" .
