Answer:

WebBatch runs as a CGI scripting extension to a web server and is tailored to produce HTML output and is interacted with via a web browser. WinBatch runs on your desktop and may interact with it via the keyboard & mouse on the system console or in a terminal service session.

For example, WebBatch runs our tech support database, bulding the pages and doing the searchees. It also handles the compiler download pages and ordering pages.
